Can I operate a business in Singapore without relocating?

Yes. Foreign shareholders and overseas directors can generally own and manage a Singapore company from abroad, provided the company maintains at least one director who is ordinarily resident in Singapore and complies with its Singapore registered-office, company-secretarial, tax and other obligations.

A work pass is relevant if a foreign individual intends to relocate to Singapore or work in Singapore. Foreign founders must also use an ACRA-registered Corporate Service Provider for the business registration process. A nominee resident director may be used where appropriate, but this is a regulated service arrangement and does not remove the nominee director’s statutory duties.
