There is no single Letter of Consent (LOC) rule covering all Dependant’s Pass (DP), Long-Term Visit Pass (LTVP) and LTVP+ holders. The applicable route depends on the individual’s pass and proposed activity.
For example, a DP holder who wishes to operate a business may apply to MOM for an LOC if the DP holder is an eligible owner, partner or director of an ACRA-registered business. For a company, the DP holder must generally be a director with at least 30% shareholding and must obtain the LOC before operating the business. Other LOC categories have different eligibility and sponsor requirements.
Separately, every Singapore company must have at least one director who is ordinarily resident in Singapore from incorporation. The resident-director requirement arises under company law; it is not created by the LOC process. FIN holders should check with the relevant pass issuer before accepting the directorship.
