Yes. A foreign individual or foreign corporate entity may generally hold shares in a Singapore private limited company, and foreign individuals may be appointed as directors if they satisfy the director eligibility requirements.
However, the company must always have at least one director who is ordinarily resident in Singapore. A foreign director who holds a FIN should confirm with MOM or ICA that the appointment is permitted under the relevant pass conditions. Shareholders do not generally need to be resident in Singapore.
